林农对政策性森林保险满意度评价研究——基于福建建阳、永安两市林农调查分析

Foresters' Satisfaction Evaluation to Forest Policy Forest Insurance——Based on Investigation and Analysis in Jiangyang and Yongan in Fujian

对福建建阳、永安两市进行实地调研,研究评价林农对政策性森林保险的满意度。分析表明:半数林农对政策性森林保险的开展状况满意度评价不高,其原因涉及到林农对保险了解程度、保险金额、赔偿标准和理赔服务等方面。针对这些问题,该文从坚持政府引导,加大森林保险宣传力度、实施差别性的森林保险金额、赔偿标准和补贴制度、建立森林保险多部门协作机制和探索创新森林保险服务方式等方面提高林农的满意度,促进政策性森林保险的发展。

Through field research in Jiangyang and Yongan, this paper analyzed that the foresters＇ satisfaction evalu- ation to forest policy forest insurance in Fujian. The results showed that half the number of foresters were not satis- fied with the conditions of policy forest insurance, the reasons included the aspects such as foresters＇ understanding level, insurance, measure of indemnity and settlement of claims. To solve these problems, this paper put forward the countermeasures to improve the degree of foresters ~ satisfaction from insisting on the government guidance, in- creasing forest insurance propaganda, carrying out the different amount of forest insurance, compensation standard and subsidies system, establishing multi sector collaborative mechanisms of forest insurance and exploring innovative forest insurance services.
