在了解总额预付制度基本概念的基础上,提出要做好宣传培训工作,加强医院内部管理、实行规范化医疗,并科学地管理基金额度,正确处理医疗费用与医疗质量的关系、当前利益与长远利益的关系、社会效益与经济效益的关系、局部利益与整体利益的关系,以控制医疗费用的不合理增长,促进医院的健康发展.

The authors,based on understanding the basic concepts of the total prepaid system,recommend the following to minimize unreasonable growth of medical costs and promote healthy development of the hospital,namely enhancing hospital management,standardizing medical practice,and scientifically managing foundation quotas.They also proposed to correctly handle such relationships as that between medical costs and quality of care,and that between partial interests and global interests.
