Comparison of the compensation mechanism at overseas public hospitals and reference for China

从改革政府财政投入、改革支付方式和理顺医疗服务价格体系三方面,对世界部分国家的公立医院补偿机制改革加以分析,提出推进我国公立医院补偿机制改革的建议,即拓宽公立医院补偿渠道,倡导预付制为主的混合支付方式,健全医疗保障体系,合理分配政府、社会、个人三者的卫生支出比例,增设药事服务费等,以引导医疗卫生事业的发展走向更加健康的轨道.

In view of reforming government financial input and payment patterns,and regulating the medical service pricing system,the paper proposed how to reform the public hospital compensation mechanism basedon analysis of public hospital compensation mechanisms overseas.The reforms proposed refer to,expanding public hospital compensation channels,advocating a mixed payment practice prioritizing prepaid system,improving the medical insurance system,reasonably allocating health expenditure ratio among the government,society and individuals,and medicine service fee.These reforms aim at better guiding healthy development of the medical and health sector in China.
