黔南水利转型发展战略问题的思考

Issues concerning to strategy of water transformation development in Qiannan Autonomous Prefecture

黔南州经济发展相对落后,水利基础设施薄弱,水土资源分布不均,水资源调配能力低,工程性缺水严重。伴随着全面小康社会建设,黔南州水利改革发展面临着全新的历史机遇,水利所面临的战略环境正发生历史性的变革。重点分析了黔南州水利发展的战略形势,提出了转型发展的战略重点,包括加强水生态文明建设、开展水资源管理体制改革、加强亲水环境治理工程建设。

Economic development in Qiannan Autonomous Prefecture is relatively slow due to the poor water facilities, uneven distribution of water and land resources, low efficiency of water distribution and water shortage as a result of lacking of waterworks. With the objectives of building a moderately well-off society in an all round way, the region faces a new opportunity to consolidate water development and reform. A transition is emerged in strategic focus for water development and more attention needs to be paid on water ecological civilization, reform of water resources management system and environmental-friendly project construction.
