系统论视角下的渤海新区人才集聚动力机制研究

人才集聚是现代区域发展中非常关键的要素集聚,是一项巨大而复杂的系统工程,对渤海新区的健康发展至关重要,以渤海新区人才集聚的动力机制为研究对象,在系统论的研究视角下对其进行深入研究。在对渤海新区人才集聚现状分析的基础上,构建了渤海新区人才集聚的动力系统,根据影响力和作用机理的不同,将渤海新区人才集聚的动力系统分为核心因素系统、主要因素系统和次要因素系统三个层次。深入分析渤海新区人才集聚的各动力因素,最后提出渤海新区人才集聚动力系统的优化对策,以期能为加快和推动渤海新区人才集聚提供借鉴。

Talent aggregation is very important factor-gathering of regional development, and is also a complicated system. It is very important to the healthy development of Bohai New Area. This paper has studied the dynamic mechanism of talent aggregation of Bohai New Area from the perspective of systems theory. Based on an analysis of the dynamic mechanism of talent aggregation of Bohai New Area, this paper divides the dynamic system into core factor system, main factor system and secondary factor system. With in-depth analysis of the dynamic factors, this paper finally puts forward the optimizing strategy of the dynamic mechanism of talent aggregation of Bohai New Area, hoping to offer references for its better development.
