绍兴三江水利旅游区以水利工程设施为依托 ,资源特色突出 ,开发潜力巨大 .因此 ,在开发中 ,必须紧紧把握水利特色与水环境背景 .在此基础上 ,进行资源与环境的系统化开发 ,即确立旅游区的主体游观系统 (包括景观系统和旅游活动组织系统 )及辅助支持系统 (包括管理服务、环境保护、基础设施以及区域旅游活动组织等 ) ;同时 ,针对不同的客源市场 ,制定动态开发策略并进行营销策划 .

Shaoxing Sanjiang Water Conservancy Tourist Area depends upon the water conservancy works and has distinguishing resource features and great development potentialities.
