Discussion on the Public Service of Forestry Harmful Creature Control and Responsibility of Government

阐明了林业有害生物防治公共服务的概念与特点,林业有害生物防治公共服务的内涵——有害生物的防治、防治监督、应急处置,森防组织机构建设、森防人才队伍建设、森防基础设施建设、政策体系建设等林业有害生物防治公共服务保障体系建设,探讨了政府在防治公共服务中应承担的职责,并提出建立林业有害生物防治公共服务法律法规、建立林业有害生物防治公共服务体系等加强防治公共服务建设的建议。

This article clarifies the concept and features, public service connotation and security sys tem content of forestry harmful creatures-harmful creature control, control monitor and emergency disposal; forest institutional framework construction, forestry fire service team construction, forestry fire service infrastructure construction, and policy system construction, so on. Also it describes the governmental are responsible for control public service, and puts forward the suggestion on the establishment of public service laws and regulations, and public service system for forestry harmful creature control so as to reinforce control public service.
