摘要
人类社会文明的发展乃是从各种矛盾中发展而来,这些矛盾其中一部分是人类同自然界的矛盾,另一部分是人类自身的矛盾。管理和被管理是人类社会永恒的课题,管理的目的就是追求某种社会秩序,而社会秩序的价值倾向性又决定着整个人类社会公平、正义、自由、幸福、和谐的生活。必须把握权力→管理→行政→秩序→法治的内在逻辑关系,辨析与管理相关的概念,正确把握管理秩序与法律秩序的辩证关系,树立一切管理归于法治理念之中的观念,努力营造一个幸福和谐的社会秩序、环境。
The social civilization development of mankind originates from complicated contradictions, some of which are between mankind and nature and some of which concern about mankind herself. The issue of managing and being managed is an everlasting topic of human society. The goal of management is to pursue a kind of social order and the value orientation of social orders determines the fairness, justice, freedom, happiness and harmony of the whole society. Therefore, it is necessary to know the logical relations among power, management, ad- ministration and rule of law, make clear the concepts related to management and cultivate the concept of putting social management into rule of law in order to achieve a happy and harmonious social order and environment.
