当前我国社会发展进入了国际上公认的敏感时期,在面临新机遇的同时也面临着诸多新挑战,其中,社会矛盾日益凸显与公民权利意识日渐觉醒的双重交织,引发了越来越多的突发公共事件,各种突发性公共事件呈现出高发频发的态势,成为影响社会稳定的最突出的社会问题。当前突发性公共事件表现形式各异,且最初都发生在基层(本文主要指县、区和基层、街道两级政府),所以处在第一线、直接面对突发公共事件的基层政府就面临着极大的挑战和考验,他们的应对能力至关重要。
