以地级市为平台建设生态城市初探——以建设生态衡水市为例

Construction of Ecological City Taking the Prefecture-Level City as Platform——Hengshui as an Example

近年来我国地级市纷纷提出建设生态城市战略目标,以地级市"领地"为平台独立建成生态城市是可行的。以衡水市为例,实现此目标必须以建设大城市、作好水文章、构建林业生态体系等为着力点。从一般意义说,实现此目标还必须遵守相邻地级市共谋生态建设、有利于经济社会发展等一系列理念和行为指向。

Recently years, many Chinese cities have proposed the construction of ecological city as strategic objective, taking prefecture--level city ＂territory＂ as a platform building independent ecological city, which has been proved feasible. Thispaper takes Hengshui City as an example. To accomplish this objective, Hengshui built it as a big city, focused on water, and built a forest ecological system. From a general sense, it must also comply with the adjacent cities as ecological construction together, which is conducive to the economic and social development, and take a series of ideas and behavior points as a guide.
