城市管理综合执法的困境和解决思路

Solution for the Trouble of Comprehensive Perform Law of Urban Management

传统的城市管理模式不能满足现代城市发展的需要,必须改革和创新现有的城管执法机制,维护城市稳定,适应社会转型发展。本文以对山西省太原市等的行政机关和人民群众进行问卷调查得出的研究数据为基础,展开实证分析,反馈山西省城市管理综合执法工作中存在的问题,提出建立健全执法依据、加强执法人员素质、创造执法环境,规范执法方式等完善城管综合执法的对策,建立和谐的"官民"关系。

The traditional urban management mode cannot meet the need of the development of the urban, so we must reform the present law system of enforcement, maintain social stability, adapt to the development of social transformation. The paper analyzes the phenomenon from the actual survey, points out the problems existing in the comprehensive administrative law, puts forward measures, so as to create a harmonious relationship between the government and the people.
