基于GIS的土地利用规划空间布局合理性评价

Evaluation on the Spatial Feasibility of the Overall Land Use Planning Based on GIS

研究目的:为土地利用总体规划空间布局的合理性建立一套定量化评价的指标与方法体系。研究方法:文献法,实证法,GIS空间分析法。研究结果:结合已有的研究成果,建立了适用于土地利用功能分区布局评价的指标与方法体系,选择适宜性指数、协调性指数与合理性指数作为分区布局合理性评价的主要指标,并以银川市土地利用规划为例,进行实例论证。研究结论:该研究方法体系适用于土地利用规划的布局评价,通过定量计算,确定银川市土地利用总体规划的布局适宜性指数、协调性指数与合理性指数分别为36.11、34.12和70.23,从而得出银川市土地利用规划空间布局是基本合理的,并结合可视化分析识别出其中不合理区域的分布及其原因。研究对于识别规划布局中存在的问题,改进土地利用规划的空间布局具有重要的指导意义。

The purpose of this paper aims at establishing a quantitative indicators and methodology to evaluate the spatial feasibility of the overall land use planning. Methods employed include literature analysis, empirical analysis, and GIS spatial analysis. The result indicates that 1） suitability index, coordination index and rationality index are chosen as the principal index to evaluate the spatial feasibility; 2） the application can be demonstrated by this method through an example of Yinchuan City. It is concluded that 1） this indicator and methodology can be applied to spatial layout assessment of land use planning. 2） The suitability index, coordination index and rationality index of Yinchuan land-use planning are 36.11, 34.12 and 70.23, which is evaluated as reasonable. 3） Unreasonable distribution regions and their causes are identified combined with visual analysis. The research is importantly significant for identifying problems in the spatial feasibility of the overall land-use planning.
