The Third Plenary Session of the 18th CPC Central Committee promotes reform and development of the oil and gas industry

十八届三中全会通过的《中共中央关于全面深化改革重大问题的决定》规划了我国全面深化改革的路线图,对下一步油气领域的改革具有巨大的引领和推动作用。改革的本质是解决效率问题,通过改革不利于生产力发展的体制机制和组织管理形式,为油气行业健康发展打下坚实的基础。《决定》提出发挥国有经济的主导作用,符合中国实际,也符合油气行业在国际竞争中规模化的需要。国企改革需要以推进市场化、参与公平竞争、激发竞争活力为方向。油气管网将从自然垄断向公共服务方向发展,当前的重点是充分利用现有管网运输能力,尽快解决第三方准入的问题。"市场在资源配置中起决定性作用"是理论上的重大突破。加快完善现代市场体系,推进价格改革,有助于改善油气行业的市场环境。深化财税和金融体制改革将促进企业内涵式增长,改善企地关系,为企业国内外投融资提供方便,并促使企业加强内功。加快生态文明制度建设将使油气行业规范发展,走节能、节水、降耗减排、高效高质的绿色之路。

The Decision on Major Issues Concerning Comprehensively Deepening Reforms(hereinafter referred to as 'the Decision') adopted by the Third Plenary Session of the 18th CPC Central Committee provides a comprehensive roadmap for reform in the oil and gas sector. The essence of the reform lies in solving the productivity problem when there isn't sufficient organization and management in the form of institutional mechanisms and development of productive forces to be conducive to reform, and in laying a solid foundation for the healthy development of the oil and gas industry. 'The Decision' aspires to play a leading role in the national economy, in line with China's circumstances, but also in line with the oil and gas industry's large-scale needs in international competition. SOE reform is needed to promote market-orientation, to participate in fair competition, to stimulate lively competition. The oil and gas pipeline network emerged from natural monopoly and moved in a public utility direction; now the stress is on leveraging the existing transportation network capacity, to resolve as soon as possible the third party access problem. 'The market plays a decisive role in allocating resources' is a theoretical breakthrough. Accelerated development toward a modern market system including price reform momentum is helping improve the market environment for the oil and gas industry. Deepened fiscal and financial reform will promote organic business growth, improve corporate relationships, facilitate investment and financing by domestic and foreign enterprises, and encourageenterprises to intensify internal development. Faster system specification for building an ecological civilization will facilitate development of the oil and gas industry, and take energy, water conservation, and energy conservation on an efficient and high quality Green Road.
