Libya's oil industry reconstruction still in a state of chaos two years post-war

利比亚新政权成立后,党派争斗的政局乱象丛生,导致社会和民生问题严峻。由于新政府尚未建立强有力的军警部队遏制内乱,国内安全状况随之恶化。目前利比亚局势处于后卡扎菲时代最危险的时期。利比亚石油工业重建初期进展较快,油田复产超过预期;然而安保形势恶化,工人罢工,民兵围攻炼厂和出口终端,致使其石油生产和出口再次受挫。利比亚局势的变化和石油重建的进程也对国际石油市场的供应和价格带来一定的影响。利比亚过渡政府正在修订石油法,期待通过国际石油合作提高产量、增加储量。2012年,国际石油企业在利比亚的油田生产已基本恢复,但近期又出现反复;部分石油公司调整投资战略和运营策略,期待未来的机会。中国石油企业积极应对利比亚的政治及油气工业局势,处理战后项目遗留问题,准备部分复工。

After the new regime in Libya was in charge, the chaos of partisan political battles caused severe social and livelihood issues. Since the new government has yet to establish a strong police force to curb civil unrest, while security has deteriorated, the current situation in Libya is the most dangerous it has been post-Gadhafi. There was initial rapid progress in rebuilding Libya's oil industry, with production by oilfield complexes more than expected; however, security deteriorated, with labor strikes and militias besieging refineries and export terminals, resulting in frustrated oil production and exports again. Changes in Libya and the progressinoil reconstruction have also had a noticeable impact on international oil market supply and price. Libya's transitional government is revising the oil law; so, look forward to efforts by international oil companies to increase production and increase reserves. International oil companies resumed production in Libya in 2012, but soon problems repeatedly arose; part of the oil companies have adjusted investment and operating strategy, awaiting future opportunities. Chinese oil companies and the oil and gas industry will actively respond to the political situation in Libya, while still outstanding issues include post-war projects and planning work resumptions.
