毕节试验区生态补偿机制的建立和完善

The Establishment and Improvement of Ecological Compensation System in Bijie Pilot Area

以贵州毕节试验区作为研究对象,在简要阐述毕节试验区生态建设现状的基础上,围绕生态补偿机制建立与完善,从补偿策略、补偿标准制定以及补偿实施组织等方面提出了若干探索性建议,指出应通过生态补偿优先级规划来制定区域生态补偿方案,利用生态服务价值与生态建设成本相结合制定补偿标准,根据职能制组织结构模式设计生态补偿管理机构框架,以期为推动毕节试验区生态建设的进一步发展提供借鉴与参考。

Taking Guizhou Bijie pilot area as study object,on the basis of elaborating ecological construction status,some proposals to the establishment and perfect of ecological compensation mechanism were put forward from aspects of compensation strategy,compensation standardmaking and compensation implementation.In order to provide references for promoting the development of ecological construction in Bijie pilot area,it was pointed out that regional ecological compensation scheme should be made through priority planning,combined ecological service value with ecological construction cost to form the compensation standard,according to functional organization structure model to design ecological compensation management scheme.
