On Ecology and the Green Growth Approach for Underdeveloped Regions

工业化进程中后发展地区的生态环境面临着严峻挑战,成为其实现跨越式发展的瓶颈。这些地区普遍存在生态系统功能退化、传统发展模式盛行、产业结构不合理、政府考评机制偏颇等问题。后发展地区应高度重视生态文明建设,通过树立生态文明理念,强化生态文明政策措施,完善生态文明制度建设,谋求"绿色崛起"。

The environment of late-developing areas is confronted with severe challenges in the process of industrialization, which is the bottleneck of realizing leaping development. The areas have problems in common such as ecosystem function degeneration, prevalence of traditional development pattern, unreasonable industry character, and partial government judgment system. The areas should pay high attention to the ecological eivilization construction, and they will realize leaping development by establishing ecological civilization theory, strengthening policy measures of ecological civilization and improving institutional construction of ecological civilization.
