Marine National Parks:Preservation and Development

基于对国家海洋公园发展影响要素的综合分析,本文认为公园应统筹兼顾生态、经济、社会三大效益。应构筑以公园为中心的保护与开发互动发展机制,以此协调生态保护、渔业发展及旅游开发之间的关系,实施可持续发展。应做好普及国家海洋公园相关知识,完善国家海洋公园相关法规,实施对当地的渔民相关补偿,转变区域经济社会发展模式,科学经营管理国家海洋公园,抓好国家海洋公园环境监测,广泛进行国际领域合作交流等几方面工作。

Based on the comprehensive analysis of the factors of influence on development of the National Marine Park, the paper indicates the park should be balanced ecological, economic and social benefits. People should build the protection and development of the interactive development mechanism centered the park. We should use the park to coordinate the relationship between ecological protection, fishery development and the tourism development, realising sustainable development. In the process of the establishment of the park should do these things： relevant knowledge popularization of National Marine Park; to perfect the National Marine Park regulations; implementation related compensation to the local fishermen; to transform the model of regional economic and social development; scientific operation and management of National Marine Park; pay special attention to the environmental monitoring in the park; extensive international cooperation in the field of communication.
