中国实施国际船舶登记制度的制约因素及未来的对策

Study on the Main Restricting Factors and Countermeasures in the Future for Implementation of the International Ship Registration System in China

中资船舶海外移籍问题给我国国际航运业带来负面影响,政府及业界均在探索解决这一问题。在分析国际船舶登记制度的政策背景的基础上,结合中国实际情况从工商管理、政府行业监管和服务、税务制度以及船舶融资与法律环境等问题对我国实施国际船舶登记制度面临的制约因素进行研究,在此基础上提出我国未来实施这项制度的相关对策,这对我国未来的船舶管理政策走向有重要借鉴意义。

China’s ship flagging out problem has brought negative influence to the international shipping industry in our country, our government and industry are making effort to solve the problem. Based on the analysis of the international ship registration system policy background, this paper conducts an in-depth study of the factors restricting the implementation of the international ship registration system in China, combining with the actual situation in China in the field of industrial and commercial management, government supervision and service, the tax system and the ship finance and legal environment. In view of these factors, future countermeasures for implementation in our country and international ship registration management system are studied, which is significant to China＆#39;s future ship management policy.
