大型有色工矿企业周边民生建设的思考——以江西贵溪冶炼厂为例

有色金属工矿企业作为江西重点培育的支柱产业,对江西工业发展起着举足轻重的作用。随着江西大型有色工矿业快速发展,工矿企业周边环境问题日益突出,对周边环境产生了许多不利影响,直接威胁周边村民的健康。在深入实地考察贵溪冶炼厂周边环境和滨江生态小区的基础上,以滨江生态小区为例分析说明江西省大型有色企业周边环境现状及民生建设发展中存在的问题,并针对这些问题提出要加大对大型有色工矿企业废气、废水、粉尘和废渣实施专项整治,保护移民基本权益,加强移民制度建设,制定应对重金属超标及村民检测方案,保证受污染村民重金属污染检测与提高治疗待遇等建议。

Nonferrous industrial and mining enterprises, as the pillar industry supported by Jiangxi Province, play a significant role in Jiangxi industrial development. With the rapid development of nonferrous industrial and mining enterprises in Jiangxi, there are increasing environment issues around the industrial and mining enterprises, which have great impacts on the surroundings and pose a direct threat to the health of villagers. Based on the field survey in Guixi Smelter and the Binjiang Ecological Community, this paper analyzed the present situation of large nonferrous enterprises in our province and put forward the ex- isting problems in the development of livelihood construction. It also proposed some positive suggestions, including launching special regulation projects to clear waste gas, waste water, dust and waste residues from large nonferrous industrial and mining enterprises, protecting migrants＇ basic rights and interests, strengthening the system construction of migrants, working out the plan to deal with heavy metal contamination and its detection to villagers, and guaranteeing detection and treatment to the contaminated villagers.
