促进农产品价格基本稳定的长效机制构建研究

作为特殊的商品,农产品的价格应该保持基本稳定。农产品价格的大幅波动,不仅直接影响农民收入的增长、城镇居民的生活,还对国民经济的健康稳定可持续发展带来冲击。从建国初期到改革开放以前,我国农产品的价格基本上是稳定的。改革开放以来,我国农产品价格先后出现五个完整周期的波动。尤其是2009年以来,农产品价格的畸形波动,对我国"三农"事业的发展带来了直接的影响。为此,需要将市场机制和国家宏观调控有机结合,高度重视农产品流通体系建设,重视农产品流通体系现代化建设过程中的信息化建设与法制化建设,重视农产品标准化体系建设和农产品的安全认证体系建设,竭力构建确保农产品价格基本稳定的长效机制。

The price of agricultural products, which act as special commodities, should remain basically stable. Its sharp fluctuation will affect the income growth of farmers and the lives of urban residents as well as the development of national economy. The price of agricultural products had been stable from the foundation of China to its reform and opening - up, but there have been five full - fluctuations since the reform and opening - up of our country. Especially, abnormal fluctuation of the price of agri- cultural products has brought direct impacts to the development of countryside, agriculture and farmers since 2009. In order to construct the long- term mechanism of the basically stable agricultural products＇ price, it＇ s necessary to combine the market adjustment mechanism with the state macro control, pay attention to the construction of the circulation system about agricultural products and its information construction and legal system construction, and pay attention to the construction of the safety certification system and the standardization system of agricultural products.
