“农超对接”背景下的农村新经济组织创新发展研究

Study of New Rural Economic Organization Under the Farming-supermarket Docking

2013年中央一号文件明确提出发展新型的农民经济组织,农民专业合作社作为一种典型的新型农民经济组织,目前已发展到需要提升层次、规范组织行为的阶段。从实践看,专业合作社和超市对接是实现合作社层次提升的好形式。但合作社目前存在的组织化和规模化程度低、农产品标准化问题、农产品初加工能力不足、农产品物流发展滞后等制约了农超对接的发展。为了"农超对接"健康发展,农民专业合作社必须在组织化、标准化、初加工、物流等方面进行创新发展。

The 2003 No 1 document issued by the CCPC puts forward that it is necessary to develop a new-typed farmer economic organization, and farmer specialized cooperative as a typical new-typed farmer economic organization has come to a stage where its level needs improvement and organizational behavior needs standardization. In practice, the docking between specialized cooperatives and supermarkets is a good form to upgrade cooperatives. However, there exists a series of problems in existing cooperatives, such as lack of organization, small scale, understandardization farm products, insufficient farm products pretreating ability and undeveloped logistics system, which restricts the development of farming-supermarket docking. For this issue, it＇s a must for farmer specialized cooperative to make some innovations in its organization, standardization, pretreatment and logistics.
