Deepen the Reform in a Comprehensive Way and Provide Extensive Space for the Development of Non- Public Economy

党的十八届三中全会对民营经济的发展进行了全面、系统、深刻的论述,全会首次提出使市场在资源配置中起决定性作用;再次强调必须坚持"两个毫不动摇";指出转变经济发展方式是全面深化改革的努力方向;提出要创造公平竞争的市场环境;要对公有制和非公有制财产权同等维护;要依法组建为民营企业服务的各类行业协会和商会组织等。这些论述对于促进民营经济在全面深化改革中抓住机遇,实现科学、健康、可持续发展,具有十分重要的现实意义和深远的历史意义。

In the Third Plenary Session of 1 8th CPC Central Committee,the development of non-public economy was discussed and expounded in a comprehensive,systematic and profound way.In the Plenary,it is indicated for the first time that we will leave market forces play a decisive role in allocation of resources;and it is emphasized once again that we must unswervingly consolidate and develop the public sector of the economy and at the same time unswervingly support,encourage and guide the development of the non-public sector of the economy.The transformation of eco-nomic development models is the only way to deepen the reform in a comprehensive way.It is determined that we will create a market environment for fair competition,equally protect the property rights of both public economy and non-public economy,and set up industrial associations and chambers of commerce to serve the non-public enterprises in accordance with relevant laws.All these decisions are of great practical and historical importance to facilitate the scien-tific,healthy and sustainable development of non-public economy.
