Tackle “Three New Dimensional Rural Issues”Relying on Innovation-Driven Development Strategy

本文首先分析了"新四化"以及"四化同步"提出的背景,认为农业现代化是工业化、信息化和城镇化的基础和支撑;随后从资源环境、市场需求、生产要素和组织模式等方面分析了新时期我国农业现代化面临的挑战,提出要依靠创新驱动发展战略发展"新三农"——现代化的新农业、城镇化的新农村以及职业化的新农民;最后结合科技特派员制度和农村科技创业实践,探讨了新时期如何依靠创新驱动发展战略发展"新三农"。

The article first explores the backgrounds of bringing forward ＂Four New Modernization＂ and ＂Four Moderni- zations Synchronization＂, pointing out that agricultural modernization is the base of industrialization, informatization and urbanization. Then the article analyses the challenges in the process of China＇s agricultural modernization in terms of re- sources and environments, market demands, production factors, as well as organization models, putting forward that we must rely on innovation-driven development strategy to tackle ＂Three New Dimensional Rural Issues＂ - ＂modem new agriculture, urbanized new countryside and professional new farmer＂. Finally the article discusses how to handle ＂Three New Dimensional Rural Issues＂ depending on innovation-driven development strategy, combining with the practice of Technical Task Force（q＂FF） system and rural sei-tech entrepreneurship.
