大都市发展转型与政府治理过程创新:逻辑、问题与路径分析

Metropolitan Development Transformation and the Innovation of Government Governance Process:Logics, Problems and Paths Analysis

改革开放以来中国大都市在快速扩张的同时,也面临着一系列由传统发展模式所带来的结构性问题。为了从根本上解决这些结构性问题,当代中国大都市正在由传统外延式增长模式向内涵式发展模式转型。大都市发展新模式的实现需要政府治理职能的履行过程予以具体推动,而传统刚性和被动应对式的政府治理过程不仅不能适应并推动大都市发展转型,也不能推动大都市问题的结构性解决。要有效适应并主动推进大都市从传统外延式增长模式向内涵式发展模式转型,就需要根据当前政府治理过程存在的主要问题及原因,从政府治理理念、行为和流程层面系统推动大都市政府治理过程的创新。

Chinese metropolises are faced with a series of structural problems brought by the traditional development mode while experiencing a rapid expansion since the Reform and Openness. In order to fundamentally solve the structural problems, contemporary Chinese metropolises are experiencing the development transformation from the traditional extension growth to the connotative development. The realization of the new metropolitan development model is based on the advancement of governance function performing process of the government. However, the traditional rigidity and passive response-style governance process can neither be adapted to and promote the transformation of metropolitan development, nor promote the structural solution of metropolitan problems. To be effectively adapted to and actively promote the metropolitan transformation from the traditional extensive growth mode to the new connotative development model, it is necessary to systematically advance the metropolitan governance system process innovation from such levels as the concept, behavior and process of governance, according to the main current problems and their causes.
