"Render" to "Liberalize" : The New Development Direction of Chinese Urban Community

借助政府资源的外部输入,中国城市社区在办公硬件、组织人员配备等方面逐步完善,但随着这个阶段的逐步完成,政府与社区居民委员会组织习惯于依赖外部行政力量推动社区建设而导致的社区工作行政化弊端逐渐加深。仅靠政府部门行政力量外部推动社区建设的思路已不合时宜,中国城市社区发展的重点应逐渐从外部"多予"向内部"放活"转移,由社区工作行政化向社会工作社区化方向转变。

Through external input of the government resources , Chinese urban community have made tremendous progress on office hardware, organizations and so on. However, because government and community residents＇ com.mittees are accustomed to rely on external forces of administrative, the weakness of Chief of the community work becomes heavier. External forces to promote community building have proofed outdated, and Chinese urban community development should be changed gradually from ＂render＂ to ＂liberalize＂ and from Chief of the community work to Community-based social work.
