科技进步环境对经济社会发展的影响——以“十一五”甘肃省为实例

Technology Promoting Economic and Social Development——An Example of Gansu Province in“11th Five-year Plan”Period

运用《全国科技进步统计监测报告》数据对甘肃省科技进步环境各指标情况进行分析,研究发现,科技进步环境指标——科技人力资源、科研物质条件、科技意识指标的好坏对甘肃省经济社会发展产生重要影响。"十一五"期间,甘肃省科技进步环境指数低于全国监测值,高层次科技人员缺乏,科技人员工资待遇较低,科研仪器设备投入增长缓慢,科技人力资源和科研意识成为制约甘肃经济社会发展水平提高的主要因素。

Based on the statistics of the nationwide monitoring report on scientific achievement, the paper analyzes the gen- eral situation of the environmental indicators of scientific and technological progress in Gansu Province. The study found the indexes of environmental progress of science and technology： science and technology human resources, scientific re- search material conditions, consciousness of science and technology, and the impact of economic and social development in Gansu province. In ＂11 th five - year plan＂ period, the scientific and technological progress environmental index of Gansu Province is below the national monitoring value. Other problems also include lack of high level scientific and technical per- sonnel, low wages of the scientific and technical personnel, the slow growth of scientific research instrument equipment in- vestment. Therefore, human resources and scientific research consciousness constrains Gansu to promote the level of eco- nomic and social development.
