综合改革是推进高校协同创新的重要保障,协同创新是深化高校综合改革的有效途径。要全力推进高校协同创新,应当坚持学术立校战略,优化学科结构,创新团队建设和基地建设,集聚内生力量,夯实协同创新基础;坚持开放活校战略,联袂高等学校、行业企业、科研院所、地方政府与国际组织,拓宽协同创新空间;坚持人才强校战略,引进与培育并重,增强协同创新力量;坚持文化兴校战略,加强顶层设计和制度建设,形成支持协同创新的良好氛围。

Comprehensive reform is the important guarantee of the improvement of the collaborative innovation of the uni- versities. Collaborative innovation is the effective method to deepen the comprehensive reform of the high education. To ad- vance the collaborative innovation of the universities, we should stick to the academic strategy, perfect the discipline struc- ture, innovate team building and base construction, accumulate endogenous forces, strengthen the basis of collaborative in- novation; stick to open policy, cooperate with universities, industries, companies, scientific research institute, local gov- ernment and international organization, and broaden the space of collaborative innovation; stick to the strategy of talent ori- entation, equal the talent introduction and cultivation, strengthen forces of collaborative innovation; stick to prospering the university with culture, strengthen top - level design and system building, create sound atmosphere to support collaborative innovation.
