摘要
"共享"是科技信息资源开发与利用的要点,目前我国部分地方建设的资源共享平台初步实现了信息资源的互通有无,但资源整合度仍不足。研究提出"科技云"这样一种新的科技信息资源组织和服务范式,它具有敏捷性、成本可控、泛在访问、高利用率等优点,在不改变资源所有权的情况下可以实现资源的池化、虚拟化并以统一的方式提供4个级别共5种类型的服务。科技云的建设应从信息资源的大集中与开放化起步,分4个步骤推进和实施。
“Sharing” is one of pillars for R&D information development and exploitation. Though currently existing R&D resource sharing platforms in some cities have realized the exchange of information between the owners, it is still problemat- ic on integrate those resources. A new paradigm for the R&D information organizing, R&D Cloud (RDC), is proposed, which features agility, cost controllability, pervasive accessing and high utilization, among the others. RDC does not need change the ownership of the resource. It can provide 5 types services which are on 4 layers. The development of the RDC starts from deep integration and openness, and the process could be divided in 4 phases.
