摘要
随着我国民口10个国家科技重大专项的相继启动,相应的管理体制问题成为管理实践中的焦点问题。论述民口科技重大专项的典型特征以及由这些特征派生的管理需求,探究重大专项管理体制的基本内涵和社会属性,指出我国在重大专项管理体制的前期研究、定期评估和持续改进等方面均存在不足,必须引起关注。
With the launch of 10 National Major S＆T Projects in civil areas, the corresponding management systems be- came the concerns of both the managers and researchers. This paper analyzes the typical characteristics of major S＆T pro- jects, as well as their derivative management requirements, explores the implications and attributes of the management sys- tems, and summarizes that China＇ s management systems for National Major S＆T Projects are insufficient in preliminary research, regular evaluation and continual improvement, which deserves paying much more attention to guarantee the suc- cesses of these major S＆T projects.
