中日农业生态环境政策比较分析

Comparative analysis on China- J apan agroecological environment policy

近年来,随着经济的迅猛发展,农村环境污染及污染防治工作逐步边缘化,环境污染问题凸显,已成为限制经济发展的瓶颈。本文以农业生态环境不同政策作为研究对象,对农业生态环境的内涵进行了论述,并对其特点进行总结,在此基础上对中国当前农业生态环境管理中现有问题进行了分析,着重分析了中日农业生态环境政策不同特点,分别从政策制定原则、农业定位、相关的政策及立法体系、政策实行效果等方面作出对比分析,为改善中国的农业生态环境状况提出政策建议。

With the rapid development of economy in recent years, rural environmental pollution and pollution control are ignored. Environmental pollution has already become the bottleneck of economy development. Taking different policies of agroecological environment as objects of the study, this paper discusses the connotation of agroecological environment and summarizes its features. Then,this paper analyzes current problems existing in its management and pays much attention on different policy characteristics between China and Japan, and analyzing from policy principle- making, agricultural positioning, relevant policy and legislation system and implementation,effect respectively.
