Optimization of Local Government Functions in Low-Carbon Economic Development

发展低碳经济是转变经济发展方式的必由之路。向低碳经济转型必须以政府为主导,才能适应其复杂性、整体性、公益性要求。通过SWOT分析方法,可以明确低碳经济下江门市政府职能优化措施应包括:厘清政府职能定位、制定低碳经济发展战略、强化绿色GDP考核机制、推进低碳经济制度创新等。

Developing low carbon economy is the route that must be taken in the shifting of economic development mode. The transition to a low carbon economy must be guided by the government to adapt to its complexity,integrity,and its nature of public good. An SWOT analysis reveals that measures to optimize Jiangmen municipal government's functions in developing low-carbon economy should include the following: clarifying the government's functions,developing low-carbon economy development strategies, strengtheningthe green-GDP assessment mechanism,and promoting innovation of low-carbon economic institutions.
