摘要
根据当前我国廉租住房制度的实施状况,提出应将我国廉租住房制度的保障群体进行细分,以便于提供差别化的配租方式。具体地:在房源供给方面应鼓励中档住房的增量供给,提高住房过渡速度,并借鉴国外经验,引入廉租房REITs融资新模式。以此通过政府与市场的协调配合来达到调节住房资源、实现住房配置效率与公平的新均衡。
According to the current implementation of low - rent housing system in China, it is suggested that we should subdivided the safeguard groups of low - rent housing system so as to offer differentiated rent ways. Specifically, it is better to encourage the increase of mid - range housing supply in the supply of house resource, improve the speed of housing transition. Meanwhile, based on the international experiences, the REITs new financial model should be introduced to our country. Finally, the government should coordinate and cooperate with the market so as to regulate the housing resources and realize the new equilibrium of effi- ciency and fairness about housing allocation.
