广东省三级中医医院投入产出效率比较研究

Study on the Comparison of Input-output Efficiency in Hospital of Traditional Chinese Medicine of Grade Three in Guangdong Province

目的:探讨广东省三级中医医院投入产出效率,了解广东省三级中医医院资源规划情况,为广东省进一步合理规划和配置中医医院资源,提高中医医院运营效率提供参考依据。方法:以广东省18家三级中医医院为研究对象,收集2010年度3个投入指标和3个产出指标进行数据包络分析。结果:有8家医院(44.4%)处于DEA有效状态,10家医院(56.6%)处于非DEA有效状态;非总体有效医院中,纯技术效率为1的有7家(70%),纯技术效率和规模效率都小于1的有3家(30%)。结论:广东省三级中医医院运营效率整体水平不高,部分医院规模偏大(33.3%),应合理控制医院发展规模,提高资源利用率和医院管理水平,全方位提高医院运营效率。

Objective：To explore efficiencies of input and output,learn about resource planning in hospitals of tra- ditional Chinese medicine of grade three in Guangdong Province, further plan and allocate reasonably the resources and pro- vide reference for the improvement in operation efficiency of the hospital. Method ：The authors take 18 hospitals of tradi- tional Chinese medicine of grade three in Guangdong Province as research objects and make DEA analysis on 3 input inde- xes and 3 output indexes collected in 2010. Result：8 hospitals are in the valid DEA state （44. 4% ） ,but 10 in invalid DEA state （56. 6% ）. In non-overall effective hospitals, there are 7 hospitals with pure technical efficiency of 1 （70%）, and 3 hospitals with minus 1 pure technical efficiency and scale efficiency （30%）. Condusion：The overall operation efficiency is low in hospitals of traditional Chinese medicine of grade three in Guangdong Province, and the scale of some hospitals are too large （33.3%）. The development scale of hospitals should be reasonably controlled, resource utilization rate and management level of hospitals be upgraded and operation efficiency of hospitals be improved in an all-round way.
