德国政府十分重视促进产业技术创新联盟建立和发展,光伏技术创新联盟是德国众多技术创新联盟中做得比较成功的一例。光伏技术创新联盟模式是由主导行业内发展的骨干企业发起而形成的松散的研发联合体。介绍光伏技术创新联盟成立的背景、概况以及总体目标;讨论光伏技术创新联盟支持的由企业主导的联合研发项目和具有高度创新性和应用前景的基础研究项目;解读光伏技术创新联盟支持的对象、范围以及管理模式。
The Germany government focuses on establishing the industrial technology innovation consortium and promoting its development. Photovoltaic Technology Innovation Alliance（PTIA） is one of the successful cases among numerous innovation alliances in Germany. PTIA is a loose model development consortium initiated and formed by the backbone enterprises in the leading industry. This paper describes the background, overview and the overall goal of PTIA;discusses the joint R ＆ D projects led by enterprises and basic research projects with a high degree innovative and promising^and introduces the object and scope supported by PTIA, as well as the management pattern.
