摘要 基于资产全寿命周期管理的技改辅助决策及再利用管理,是提升电网设备立项决策的科学性与优化资产成本效益的重要手段。通过在项目立项阶段完成辅助决策管理和设备再利用,进一步推动电网设备状态评价和状态检修工作的深入开展,提升电网设备立项决策的科学性;实现了再利用退役设备的全面信息掌控和规划,将原有闲置不用的可再利用设备得到逐步应用,退役设备的整体再利用率得到稳步提高,从而降低资产全寿命周期的总体成本,提高公司资产的运营效率。以上海市电力公司技改项目辅助决策管理和退役设备再利用管理工作的开展状况为例,对辅助决策模型、设备退出与再利用的工作方法、操作流程进行了介绍和总结。 The management of assistant decision-making and re-using based on the life-cycle is an important means of improving the scientific of power equipment decision-making and optimization of assets cost-effective. Assistant decision-making management and equipment re-use promote the condition evaluation and conditionbased maintenance of power equipment, and improve scientific decision-making of power equipment project. It realizes the control and planning of on the use of decommissioned equipment by feasibility study, the original idle equipment which can be reused is being gradually applied, the overall recycling rate of retired equipment has been steadily improved, thereby reduce asset life-cycle overall costs, improve operational efficiency of the company's assets. Take the management of projects assistant decision-making and re-using of decommissioned equipment in SMEPC for example, working methods and operational processes of assist decision-making model, decommissioned and re-use of equipment are introduced and summarized.
