江西省水库移民后期扶持路径及其效果分析

Analysis on post-support ways and effects of reservoir resettlement in Jiangxi Province

以江西省2006～2011年度大中型水库移民后期扶持为研究对象,运用统计分析方法,总结了江西省水库移民后期扶持中现金直补、基础设施建设、经济发展项目等不同扶持路径及其成效.分析了后期扶持工作中现金直补效率、项目资金拨付管理、移民村基础设施建设、经济发展项目实施效果等方面存在的问题,提出了应提高现金直补扶持效率、加强移民扶持项目管理、加大对边远移民安置区基础设施扶持力度、推进移民示范村建设等相关对策建议.

Regarding the post - resettlement support for relocates of large and medium - sized reservoirs of Jiangxi Province in 2006 -2011 as a research object, the author summarizes different supporting ways of direct upfront subsidies, infrastructure con- struction, economic development programs and their effects by using statistical analysis method. Moreover, the problems existing in the post - resettlement support are analyzed, which contains the efficiency of direct upfront subsidies, management of project funds appropriation, infrastructure construction of migrant villages and the implementation effects of economic development pro- grams. The relevant countermeasures and suggestions are proposed to improve the efficiency of direct upfront subsidies, resettle- ment project management, the efforts of infrastructure construction in outlying resettlement area, and vigorously promote the con- struction of model resettlement villages.
