摘要
一般意义理解高速路免费能够使消费者获益,然而从现实消费者风险规避的角度出发,通过确定效用函数和风险效用函数两个方面分析,在确定经济活动情况和不确定风险情况下,高速路免费对消费者行为决策和效用的影响,发现高速路免费降低了消费者收益。若旨在通过高速路免费提高消费者福利,必须加强制度设计,短期内合理限行与弹性休假结合,长期角度完善法律法规建设,从根本上增加高速路供给。
Generally speaking,Highway Free benefit consumers.However,from the perspective of con-sumers'risk aversion,in the condition of certainty and uncertainty,use the function of utility and VNM analyze the effect of highway free on consumer utility,the result is which has negative effect on con-sumer utility.If aims to improve consumer welfare by highway free,must strengthen the system de-sign,reasonable restrictions and Elastic vacation in the short term,from the long-term perspective to complete the construction laws and regulations,increase highway supply fundamentally.
