农村建设用地整治是土地整治的重要内容,由于缺少专项法律体系约束,农村土地利用规划落后,地方政府忽视城乡统筹发展,农民集体利益遭到侵害和缺少多元融资渠道五大因素影响,现阶段农村建设用地整治出现了一系列问题,影响了农村建设用地整治目标的实现。为此,本文在深入分析农村建设用地整治存在问题的基础上,提出了完善法律法规,加强土地整治法制建设,科学合理制定专项整治规划,建立长期的多元化高效融资体系以及做好城乡统筹发展,保护农民集体合法权益五项措施,为农村建设用地整治工作的开展提供借鉴和参考。

Rural settlements consolidation and improvement is one of the most important contents of land reclamation. As lacking of restriction of special legal system, underdeveloped rural land are influ- enced by use planning, ignorance of overall urban-rural development, loss of peasant interests and without multiple financing channels. A series of problems turn up at the present stage to hinder realiza- tion of rural settlements consolidation and improvement. This paper has deeply analyzed the questions of rural settlements consolidation and improvement. And the paper finally gives five new ideas like per- fecting the legal system construction, strengthening the construction of land management law, special land use planning, building multiple financing channels and protecting the interests of which provide reference for the rural settlements consolidation and improvement work. making farn＇lers
