社会组织在居家养老服务中的实践

Practice of Social Organizations' Home Pension Services

在社区居委会的功能下单独设立一个部门来提供居家养老服务有一定的弊端。针对此,广州市进行了积极探索,推行政府购买服务,即政府制定服务项目,由社会组织承担,管理服务和运行模式有所创新。研究认为,社会服务机构在承接服务中以老年人需求为根本出发点,秉承服务助人的价值理念,能够切实提高老年人生活质量和主观幸福感。

Frauds exist in the system that a department is solely set up for providing pension services under committee of community. For coping with the frauds, the government of Guangzhou has adopted the measure of governmental purchase of services, i.e. the government provides items of services and social organizations undertake, which is an innovation in service management and operanon modes. It is argued that social organizations should undertake pension services considering all needs of the elderly and inheriting the ideas of heing glad to helping others, aiming at enhancing the elderty＇s living standard and feeling of happiness.
