邻避设施的负外部性考量及其治理

Consideration and Governance of Negative Externality: A Study Based on the NIMBY Conflict

我国因邻避设施的兴建而产生的邻避冲突越来越多,邻避设施的后果承担者及其所带来的社会收益享受者之间是不对等的,这种负外部性和成本—效益不均衡性的存在致使邻避设施极易升级为矛盾的导火索。减少邻避设施的负外部性,实现成本—效益对等,避免或解决邻避冲突的对策在于:提高邻避设施的科学技术水平,实现人与生态的和谐;采取适当的经济补偿,弥补邻避设施的负外部性;扩大利益受损者的话语权,降低因预期性负外部效应引起的不安和忧虑等。

More and more NIMBY conflicts take place for the NIMBY facilities constructed frequently. The people who bear the responsibility aren＇t the ones who share the benefits,which will be a direct cause for the conflict. To lower the negative externality of the NIMBY conflicts,we can take the following measures： improving the level of science and technology in NIMBY facilities ,making economic compensation more reasonable,improving the discourse rights. Only on these ways can we get well with the nature and lower the negative externality of the NIMBY conflicts.
