随着南海问题成为亚太地区的焦点,如何和平解决南海争议,实现南海有序共同开发,成为一项重要议题,海南省三沙市的设立为这一难题的解决提供了契机。以三沙市为载体系统构建南海离岸金融中心,通过税收优惠、汇兑自由、特殊利率及简化管理等制度创新,结合适度宽松与合理监管相结合的法律监管,有效实现资金融通、投资自由与贸易繁荣,以期借力经济手段为南海经济发展与区域平衡提供积极的模式创新。

How to peacefully settle the disputes among nations to achieve orderly mutual development of the South China Sea becomes an important issue,with the South China Sea issue turning to be the focus of the Asian Pacific region. The establishment of Sansha City in Hainan Province provides an opportunity for the solution to this problem. Constructing the South China Sea Offshore Financial Center in Sansha City may facilitate such favorable policies as preferential tax,free exchange rate,special interest and simplified procedures. These policies,through the legal supervision,which is moderately loose but rational,may effectively realize prosperity in financing,investment and trade. Consequently,flourishing economy means a positive approach to the South China Sea economic development and regional balance.
