Classification and Protection of Red Cultural Heritage in Luoyang Region

按照文化遗产的自然属性即空间闭合性和建筑功能,将洛阳红色文化遗产分为旧址、学校、故居、陵园、战场和聚落6类。封闭空间和旧址类文化遗产占绝对优势,环洛阳三县数量最多,关联事件影响巨大。针对遗产保护方面存在的总体水平低下、经费严重不足、受威胁现象严重等问题,指出了加强科学研究、挖掘红色文化遗产的普遍重要性,建议对红色文化遗产赋存的自然和社会生态系统整体实施保护,通过创意策划提升其保护价值;建立以政府为主导的多渠道融资体系,发展休闲产业,实现保护和开发的良性循环。

The red cultural heritages in Luoyang region are classiiied into （3 types including sites, academies, former residences, public cemeteries, battlefield and settlements based on their space closure and building func- tion. These heritages are dominated by enclosure space types and sites, and mainly distribute in the three counties circling Luoyang City. Historical affairs relating to these heritages are overwhelming. However, the protection work of these heritages is seriously lagged by critical shortage of funds. The total protection level is very low. Many herit- ages are endangered by abandoning, rebuilding, etc.. Scientific research on these heritages should be launched to dig out their special importance. The natural and social ecosystem where the heritage embedded should be protected in total rather than isolated buildings. Creative industry relating to these heritages should be developed to promote their cultural and economical value. Various financing ways should be exploited in order to strength the investment on heritage protection and development. Leisure tourism should be developed to fulfill the beneficial cycle between heritage protection and development.
