中国区域发展与人口再分布新态势

Regional Development and Changing Population Distribution in China

基于人口普查和流动人口调查等数据,探讨中国区域人口再分布新动态。随着中国进入新一轮区域协调发展阶段,在诸多因素影响下,中国区域人口再分布出现了人口由"东南沿海单向集中"转向"多向集中"、人口迁移的地理临近效应弱化、中西部地区劳动力吸纳效应显现、大城市对外来人口的"粘性作用"尚存等特征。新形势下东部地区大城市人口调控工作要以"调"代"控",重在调整人口结构,使之适应新一轮服务型经济发展的需求。中西部地区重点处理好经济发展与人口发展、工业化与城市化之间的协调关系,防止"隐形城镇化"等问题。

Based on the census data and sample survey of floating population, the paper discussed the chan- ges of population distribution as a response of harmonious regional development, and got the following conclusions. Intra-provincial migration is becoming multi-centered, not uni-polarizing as the past. The effect of ＂more adjacent more attracting＂ is weakening as provincial development gap is narrowing. Industrialization in the middle region and the west region makes great absorbing force to the labors. There still exists stickiness to floating population in the coastal metropolises. The paper suggest that different regions make appropriate policies to coordinate economic and population development. In coastal metropolis, the population control policy could be replaced by population struc- ture adjustment policies adapting to service economy. And in the middle region and the west region, it is very im- portant to coordinate economic development and population development, and industrialization and urbanization so as to avoid the problem of ＂semi-urbanization＂.
