摘要
基于数理统计与地理学相关理论,从项目数量、结构、规模、空间分布、资金来源、新增耕地面积等方面对河北省2000—2010年1 461个土地整治项目特征进行系统研究。结果显示:2000—2010年土地整治复垦开发项目数量结构比例为3∶6∶1,新增耕地数量呈波动上升趋势,中央新增耕地建设有偿使用费所占比例呈递减趋势,地方投资有所增加。近10年来,土地整治项目逐步由省域中南部的石家庄-邢台地区向东北部的承德-唐山-秦皇岛,张家口以及南部的邯郸-邢台等3个区域拓展,项目区集中程度有所提高。而形地貌耕地、后备资源状况等因素对土地整治项目空间配置具有影响。
Based on mathematical statistics and geography theories, this paper systematically analyzes the 1461 land consolidation projects in Hebei Province from 2000 to 2010 in 138 countries in terms of quantity, structure, scale, spatial distribution, capital source and newly-increased land acreage. The results show that the proportion of number, quantity and structure of the land consolidation projects in Hebei Province was 3 ： 6 ： 1. The quantity of newly-increased cultivated land fluctuated upward, while the proportion of the central compensation fees for newly-increased construction decreased and the local investment fairly increased. In the past 10 years, land consolidation projects gradually spread from the south-central areas, Shijiazhuang-Xingtai region, to the north eastern part, Chengde Tangshan Qinhuangdao region and Handan-Zhangjiakou region. The degree of concentration of land consolidation projects increased to some extent and such factors as landform cultivated land and reserve resources have an impact on the spatial allocation of land consolidation projects
