西部民族地区新型城镇化进程中地方政府职能的转变

An Interpretation of the Functions of Local Governments in the Course of New-type Urbanization on Northwestern China

西部民族地区城镇化水平相对滞后,从一定意义上讲,地方政府是城镇化的主导和主要推手。党的"十八大"提出了有中国特色的新型城镇化道路,十八届三中全会对政府与市场的关系进行了新的阐释。在西部民族地区新型城镇化建设中地方政府承担了特殊的职能,而现实中西部民族地方政府职能的履行存在着经济、政治、文化、社会、生态方面的缺失,应该从"五位一体"的系统视角加快西部民族地区地方政府职能转变的步伐。

Since the level of urbanization in northwestern ethnic regions is relatively low, local government acts as the major guide and advocate in urbanization in a certain sense. The Party＇s ＂18th Congress＂ brought forward the goal of taking the road of China-characteristic new-type urbanization. Moreover a new interpretation of the relationship between government and market was introduced at the 34 session of the congress. To bring the Central Committee＇s great resolution into reality, local governments in northwestern ethnic regions will shoulder special functions in the construction of new-type urbanization. Since the local governments in these regions show some real- istic disadvantages in carrying out their functions in economic, political, cultural, social and＇ ecological fields, they should speed up transformation of functions of local governments from a five-dimension perspective.
