摘要
化解社会矛盾需要有效发挥各种社会主体力量的积极作用,其中社会组织是重要主体。社会组织在社会矛盾化解方面的功能结构是:在社会矛盾发生前充当"安全阀",提供情绪纾缓平台;在社会矛盾发生后充当"防火墙",提供利益协商平台;在社会矛盾激化后充当"救火队",提供应急处置平台。有效发挥社会组织在化解社会矛盾方面的积极作用,需要在战略布局上把社会组织纳入社会矛盾化解的工作体系之中,逐步推进政社分开,重视对社会组织的"培育发展"、全面监管,注重培育基层社区社会组织,加强执政党对社会组织的有效领导。
To effectively resolve social conflicts, a solid cooperation between various social enti- ties is essential. As an important part of social entities, social organizations typically assume the functional role of "safety cap" when social conflicts occur, therefore smoothing down the emo- tional rage. They also function as "firewall" to provide a platform for different parties to conduct benefits negotiation. Furthermore, social organizations would become firefighters to take care of the emergency in the aftermath of social conflicts. Some effective means for social organizations to positively resolve social conflicts include tactically putting social organizations into the precaution- ary system of resolving social conflicts, gradually separating politics and social problems, and pri- oritizing the overall supervision, "cultivation and education" of social organizations with an em- phasize on grassroots communal social organizations.
