陈云关于“无粮则乱”的思想是一个比较系统的理论体系 ,它包括粮食问题是农业、农村和农民问题的关键 ;解决粮食问题必须根据基本国情制定适宜的方针政策 ;建国初级统购统销 ,60年代初期包产到户 ;十一届三中全会后的家庭联产承包责任制和农业结构调整。

Chen Yuns “Disturbance Caused by lack of Grain” Theory is a systematic one. It illustrates that grain is the essence of agriculture, countyiside and peasant problem. To solve grain problem, appropriate regulations and policies should be formulated in accordance with national conditions. Chens theory makes a great contribution to the execution of the state monopoly over grain purchasing and selling at the founding of the new Repulic of China, individual farming at sixtes, household contract responsibility system after the Third plenary session of the Eleventh Party Central Committee, readjustment of the agriculture structure, making price marketable.
