摘要
我国的人大预算监督长期处于一种形式上的审查,在执行过程中的监督也是一种"追认式"的监督。导致这种现象的原因,除了政治体制方面因素以外,主要在于政府预算信息与人大监督双方之间力量博弈的不对称。为了有效解决政府预算信息专业性太强与人大预算监督专业技术缺乏之间的矛盾,本文建议在地方人大预算监督中引进一个具有专业技术能力的第三方机构,通过它帮助地方人大解读政府预算信息,以便有效地增强人大预算监督能力。
China' s People' s Congress budget supervision is largely formal for a long time, and the supervision over the implementing process is only to confirm it subsequently. The reasons leading to this phenomenon lie in not only the political system, but also the asymmetrical relation between government budget information and People' s Congress supervision. In order to solve the contradiction between the specialization of government budget informa- tion and the lack of specialization of People' s Congress budget supervision, this paper suggests that a professional third - party organization should be introduced into the process of budget supervision of local through which the local People's Congress could interpret the government budget information People' s Congress, more accurately and supervise the People's Congress budget more effectively.
