摘要
吉林省作为东北老工业基地,在经济体制转轨与新一轮的产业结构调整、升级中面临着严峻考验,如何调整劳动力结构、优化劳动力资源配置,发挥吉林省劳动力资源优势,对于推进吉林省新经济增长极的形成,增强区域竞争力具有重要意义。本文利用第六次人口普查数据分析吉林省劳动力资源的结构与优化问题,提出需要辨析两对概念和注意一个问题,即劳动力资源的数量和质量维度、劳动力资源的存量和供给,以及劳动力资源流动的条件,从而为政府制定相关政策提供依据。
As the northeast old industrial base, Jilin province is facing the severe test in the economic sys- tem transition and a new round of industrial structure adjustment. How to adjust labor force structure, opti- mize the allocation of labor resources, and give full play to the advantage of labor resources is a great signifi- cance for Jilin province to promote the formation of a new economic growth pole and enhance regional com- petitiveness. Based on the sixth census data, this paper analyses the structure and optimization problems of the labor resources, and puts forward two concepts and a problem, that is quantity and quality dimensions of labor resources wealthy, labor resource stock and supply, and the conditions of labor force migration.
