In recent years, there has been an increasingly heated debate about whether we should strengthen the control of the state or promote marketization in response to reform of state- owned enterprises. Yet we rarely hear the voices of the lower-level workers. This article focused on the ordinary workers in state-owned coal enterprises, used the theoretical perspective of "the political economy of the poor", and attempted to reconstruct the political discourse power and economic democratic power of the workers, whose class identity has disappeared now, in terms of their daily life and workplace and the vicissitudes of their life. It is impossible to truly solve the problem of enterprises and workers if we take the side of the state or capital when talking about the future of state-owned enterprises. Only if we allow workers to master the means of production, reconstruct economic democracy, and uphold the main role of the working class, we can solve the dilemma affecting the mode of China's economic development today.
